    一、基本情况General Outline

    海南博鳌乐城国际医疗旅游先行区(以下简称先行区)位于海南岛东海岸,琼海市嘉积区和博鳌论坛核心区之间,横跨万泉河两岸。2013年2月28日,国务院批复同意设立海南博鳌乐城国际医疗旅游先行区【国函(2013)33号】,确定先行区范围为20.14平方公里。

    

    Hainan Boao Lecheng International Medical Tourism Pilot Zone (hereinafter referred as “the Zone”) is located on the east coast of Hainan Island, lying along the Wanquan River, between Jiaji County and the site of Boao Forum. On February 28th, 2013, the State Council approved the establishment of Boao Lecheng International Medical Tourism Pilot Zone (the country letter (2013) No.33), deciding its area of 20.14 square kilometers.

    

    二、规划范围 Planning Scope

    规划范围是以国务院批复的先行区用地范围为基准,参照防洪治导线确定,总面积为20.14平方公里,其中建设用地面积996公顷。

    

    The planning scope of the Zone, with a total area of 20.14 square kilometers (including the constructional area of 996 hectares), is based on the approval of the State Council and the flood-control regulation line.

    

    三、规划定位 Planning and Positioning

    海南省参与“一带一路”国家发展战略的新平台,国际一流的医疗旅游目的地,国家级医疗旅游先行示范区,海南国际旅游岛建设的重要支撑点。

    

    Hainan Province, as the nation’s medical tourism pilot zone, has participated in the new platforms of the country’s “One Belt, One road” development strategy, and would make it a world-class medical tourism destination and an important support for the construction of Hainan International Tourism Island.

    

    四、规划布局 The Layout

    总体空间结构为“一河两心、一区四镇”。

    “一河”—指万泉河生态绿廊,是整个先行区的生态和景观核心,也是先行区延续历史文脉、生态底线,保障防洪安全的空间载体。

    “两心”—指在万泉河左、右两岸分别设置的公共服务中心,是先行区公共性、服务性、开放性最高的区域,也是展现先行区城市形象的标志性地区。

    “四镇”—指先行区的右岸和左岸,以特色治疗、康复疗养、健康管理、养生等为主导功能,以特色小镇为城市风貌的四个疗养主题组团。

    

    The overall spatial structure: One River and Two Centers, One Zone and Four Towns.

    One River: Wanquan River, as the core center of ecology and landscape in the Zone, is a spatial carrier to continue historical culture and ecological background, to secure flood-control and safety.

    Two Centers: the public service centers set up along the two sides of Wanquan River, as the area of the highest level of publicity, service and openness in the Zone, would be a symbolic area to show the image of the city in the Zone.

    One Zone: it covers the comprehensive facilities characterized by licensed medical services and medical research on the northern part of the left bank in the zone.

    Four Towns: it comprised the area of the left and right banks of the Zone. It is a distinctive town featured with four themes on wellness, including specialized treatment, recuperation, health management and regimen.

    

    五、发展规模 Development Scale

    人口规模:规划区人口规模5.6万人。其中常住人口3.6万人,常住旅游人口2.0万人。

    建设用地规模与建设容量:规划控制范围约为2007公顷,城市建设用地控制在996公顷。建筑面积应控制在710万平方米以下,毛容积率应控制在0.72以下。

    

    Population: there are 56,000 people in the planning area, including 36,000 of resident population and 20,000 of resident population for traveling.

    Construction land and capacity: it is planned to have an area of about 2007 hectares (with 996 hectares for urban construction). Construction area should be confined within 7.1 million square meters and the gross floor area ratio should be controlled below 0.72.
